Relating to:
reaffirming Wisconsin’s commitment to the strengthening and

deepening of the sister ties between the State of Wisconsin and Taiwan,
3
reaffirming Wisconsin’s support for the Taiwan Relations Act, supporting
4
Taiwan’s signing of a Bilateral Trade Agreement with the United States, and
5
continuing support for increasing Taiwan’s international profile.

Whereas, established in 1986, the sister-state relationship between the State
7
of Wisconsin and Taiwan marks its 40th anniversary in 2026, reflecting four
8
decades of strong bilateral trade, educational and cultural exchanges, and tourism;
9
and

Whereas, Taiwan shares the same values of freedom, democracy, human
11
rights, the rule of law, peace, and prosperity with the United States and the State of
12
Wisconsin; and

Whereas, in 2024, Taiwan ranked as the United States’ seventh largest
14
merchandise trading partner, with total goods trade of approximately $158.6

billion, and the United States ranked as Taiwan’s second-largest trading partner,
2
Taiwan ranked as the eighth-largest trading partner of the United States, and
3
bilateral trade reached more than $127.5 billion; and

Whereas, Taiwan imported nearly $3.7 billion worth of U.S. farm products in
5
2023, making it the seventh-largest market for U.S. agricultural products overall,
6
the fourth-largest market on a per capita basis among the top 10 U.S. agricultural
7
export destinations, and the seventh-largest market for U.S. soybeans and corn; and

Whereas, in 2025, the United States accounted for about 30.9 percent of
9
Taiwan’s total exports, or roughly $198.27 billion, making the United States
10
Taiwan’s largest export market in 2025; and

Whereas, due to its high-quality produce, the United States remains one of
12
Taiwan’s largest sources of agricultural products, supplying more than one-fifth of
13
the country’s major agricultural imports; and

Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
15
beneficial relationship with the prospect of future growth, and Taiwan was
16
Wisconsin’s fourth-largest export market in Asia in 2023, with $380 million worth
17
of Wisconsin goods exported to Taiwan; and

Whereas, Taiwan was also Wisconsin’s third-largest import market in Asia in
19
2023, with $931 million worth of goods imported from Taiwan; and

Whereas, to strengthen the Taiwan-Wisconsin bilateral economic relationship,
21
it is essential to support Wisconsin businesses to enhance their economic
22
engagement with Taiwan based on the 1979 Taiwan Relations Act (P.L.
96-8

U.S.C. 3301
). Section 4 of the act stipulates that “whenever the laws of the United
24
States refer or relate to foreign countries, nations, states, governments, or similar
1
entities, such terms shall include and such laws shall apply with respect to
2
Taiwan.” It is legitimate for Wisconsin businesses to refer to Taiwan as Taiwan in
3
conducting their business ties with Taiwan; and

Whereas, negotiations for a Bilateral Trade Agreement between Taiwan and
5
the United States are an important step toward further strengthening bilateral
6
trade between our countries, thereby increasing Wisconsin’s exports to Taiwan and
7
creating bilateral investment and technical collaboration through tariff reduction
8
and other trade facilitation measures; and

Whereas, the year 2026 marks the 250th anniversary of the founding of the
10
United States, a milestone reflecting the nation’s enduring commitment to liberty,
11
democracy, prosperity, and peace; and

Whereas, the year 2026 also marks the 30th anniversary of Taiwan’s first
13
direct presidential election in 1996, a milestone in the consolidation of Taiwan’s
14
democratic system, underscoring the importance of peace and stability in the
15
Taiwan Strait and the shared responsibility of democratic partners to uphold
16
democratic institutions and deter aggression; now, therefore, be it

assembly
, the
senate
concurring, That
the Wisconsin
18
Legislature reaffirms its support for the Taiwan Relations Act and its commitment
19
to the strengthening and deepening of the sister ties between the State of Wisconsin
20
and Taiwan; and, be it further

Resolved, That
Wisconsin encourages the appropriate state agencies to
22
explore opportunities to establish a Wisconsin presence or representative office in
23
Taiwan, with the objective of further strengthening economic cooperation, trade
1
promotion, educational exchange, and people-to-people ties between the State of
2
Wisconsin and Taiwan; and, be it further

Resolved, That
Wisconsin recognizes the significance of these historic
4
milestones and reaffirms its strong support for continued peace, stability, and
5
prosperity in the Taiwan Strait; and, be it further

Resolved, That
the chief clerk of the assembly is hereby directed to transmit
7
copies of this resolution to the members of the Wisconsin congressional delegation
8
and the Taipei Economic and Cultural Office in Chicago.
