Whereas, Scouting is the largest voluntary youth movement in the world,
4
involving the participation of more than 60 million individuals; and

Whereas, the Boy Scouts of America is an organization that was incorporated
6
on February 8, 1910, and recognized by federal charter on June 15, 1916, to provide
7
an educational program for boys and young men to build strong moral character,
8
train in the responsibilities of participatory citizenship, and develop personal
9
fitness; and

Whereas, the organization has since been renamed Scouting America and
11
opened its membership to girls and young women; and

Whereas, Scouting America teaches the core values of duty to God and
13
country, personal honor, respect for the beliefs of others, volunteerism, and

interdependence with the environment, principles that are conducive to good
2
character, citizenship, and health; and

Whereas, since 1910, more than 130 million individuals have been members of
4
Scouting America; and

Whereas, the Supreme Court has ruled that Scouting America, as a private,
6
voluntary, nonbusiness organization, has the right to set its own standards for

membership and leadership; and

Whereas, community service is a key component of Scouting, with Scouts

collectively volunteering over 7.1 million hours of their time in 2023; and

Whereas, more than half a million adult volunteer leaders selflessly serve
11
youths in their communities through organizations chartered by Scouting America;

Whereas, Scouting America has always affirmed faith in God as foundational

and essential to its purpose and mission; and

Whereas, Scouting America enjoys a sustained record of proven success in
16
producing leaders for our nation who are trustworthy, loyal, helpful, friendly,

courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent; and

Whereas, in Wisconsin, there are 31,070 youths in Scouting and 13,274
19
volunteers who have performed over 201,000 hours of service to their communities
20
at a value of more than $6 million. They collected more than 406,000 pounds of food
21
through the Scouting for Food program; and

Whereas, 655 Wisconsin youths earned their Eagle Scout badge in 2024; now,

concurring, That
the members of

the Wisconsin Legislature express support for Scouting America and the values

instilled through the Scout Oath and Law; and, be it further

the members of the Wisconsin Legislature encourage all

citizens and organizations in the state to recognize the importance of Scouting
5
America and support the cherished tradition of Scouting America; and, be it

Resolved, That
the assembly chief clerk shall transmit a copy of this joint
8
resolution to Scouting America in the great state of Wisconsin.
