Relating to:
proclaiming April 2026 as family strengthening month in Wisconsin.

Whereas, child abuse and neglect are pervasive, yet preventable, issues
3
affecting communities across Wisconsin; and

Whereas, caregivers, families, communities, and government agencies have an
5
obligation to work together to create safe, stable, and nurturing environments for
6
all kids; and

Whereas, research demonstrates that building family protective
8
factors—including social and emotion competence of children, knowledge of
9
parenting and child development, social connections, parental resilience, and
10
concrete supports in times of need—can promote the optimal development of kids,
11
strengthen families, and reduce the likelihood of child abuse and neglect; and

Whereas, child maltreatment can be prevented by ensuring families are
13
supported in building these protective factors through strengths-based policies,
14
programming, and public awareness; and

Whereas, the pinwheel has come to serve as a symbol of the safe and happy

childhoods that all kids deserve; and

Whereas, in April, the legislature joins the Wisconsin Department of Children
4
and Families and dedicated advocates and organizations across the state in

reaffirming its commitment to making a difference in the lives of kids across the
6
state by working to strengthen families and the communities in which they live,
