Relating to:
reaffirming Wisconsin’s commitment to the strengthening and

deepening of the sister ties between the State of Wisconsin and Taiwan;
3
reaffirming Wisconsin’s support for the Taiwan Relations Act; supporting
4
Taiwan’s signing of a Bilateral Trade Agreement with the United States; and
5
continuing support for increasing Taiwan’s international profile.

Whereas, the State of Wisconsin established in 1986 a sister-state relationship
7
with Taiwan Province, Republic of China (Taiwan), and Wisconsin and Taiwan have
8
enjoyed strong bilateral trade, educational and cultural exchanges, and tourism;

Whereas, Taiwan shares the same values of freedom, democracy, human
11
rights, the rule of law, peace, and prosperity with the United States and the State of
12
Wisconsin; and

Whereas, in 2023, the United States ranked as Taiwan’s second-largest
1
trading partner, Taiwan ranked as the eighth-largest trading partner of the United
2
States, and bilateral trade reached more than $127.5 billion; and

Whereas, Taiwan imported nearly $3.7 billion worth of U.S. farm products in
4
2023, making it the seventh-largest market for U.S. agricultural products overall,
5
the fourth-largest market on a per capita basis among the top 10 U.S. agricultural
6
export destinations, and the seventh-largest market for U.S. soybeans and corn; and

Whereas, due to its high-quality produce, the United States remains one of
8
Taiwan’s largest sources of agricultural products, supplying more than one-fifth of
9
the country’s major agricultural imports; and

Whereas, Taiwan and the State of Wisconsin have enjoyed a long and mutually
11
beneficial relationship with the prospect of future growth, and Taiwan was
12
Wisconsin’s fourth-largest export market in Asia in 2023, with $380 million worth
13
of Wisconsin goods exported to Taiwan; and

Whereas, Taiwan was also Wisconsin’s third-largest import market in Asia in
15
2023, with $931 million worth of goods imported from Taiwan; and

Whereas, to strengthen the Taiwan-Wisconsin bilateral economic relationship,
17
it is essential to support Wisconsin businesses to enhance their economic
18
engagement with Taiwan based on the 1979 Taiwan Relations Act (P.L.
96-8

U.S.C. 3301
). Section 4 of the act stipulates that “[w]henever the laws of the United
20
States refer or relate to foreign countries, nations, states, governments, or similar
21
entities, such terms shall include and such laws shall apply with respect to
22
Taiwan”; and

Whereas, negotiations for a Bilateral Trade Agreement between Taiwan and
24
the United States are an important step toward further strengthening bilateral
1
trade between our countries, thereby increasing Wisconsin’s exports to Taiwan and
2
creating bilateral investment and technical collaboration through tariff reduction
3
and other trade facilitation measures; and

Whereas, Taiwan has undertaken a policy of “steadfast diplomacy” in its
5
international relations and Taiwan is capable of, and willing to, fulfill its
6
responsibilities and to collaborate with the world to face challenges such as
7
humanitarian aid and disease control; now, therefore, be it

assembly
, the
senate
concurring, That
the Wisconsin

Legislature reaffirms its commitment to the strengthening and deepening of the
10
sister ties between the State of Wisconsin and Taiwan; and, be it further

Resolved, That
the Wisconsin Legislature reaffirms its support for the
12
Taiwan Relations Act; and, be it further

Resolved, That
Wisconsin endorses Taiwan’s efforts to secure the signing of a
14
Bilateral Trade Agreement with the United States, and reiterates its support for a
15
closer economic and trade partnership between the State of Wisconsin and Taiwan;

and, be it further

Resolved, That
Wisconsin continues to support Taiwan’s meaningful
18
participation in international organizations that impact the health, safety, and
19
well-being of the people of Taiwan, and supports Taiwan’s aspiration to make more
20
contributions in international societies; and, be it further

Resolved, That
the chief clerk of the assembly is hereby directed to transmit
22
copies of this resolution to the members of the Wisconsin congressional delegation
23
and the Taipei Economic and Cultural Office in Chicago.
