Whereas, Mental Health Awareness Month provides a meaningful

opportunity to recognize the vital role mental well-being plays in the health of

individuals, families, and communities across Wisconsin, to promote informed
5
dialogue, and to address the stigma surrounding mental health; and

Whereas, mental health conditions affect one in five U.S. adults and one in six

youth annually, touching the lives of Wisconsinites across every age group and

region; and

Whereas, Wisconsin is facing a significant rise in youth mental health

challenges, mirroring a nationwide 31 percent increase in emergency room visits
11
related to mental health among young people in 2020, a concerning trend that has

continued to grow in recent years; and

Whereas, in both rural and urban settings, access to professional mental

health services across all 72 Wisconsin counties remains essential for meeting the

mental health needs of Wisconsin’s population; and

Whereas, by providing care, guidance, and connection, mental health

professionals and peer support networks empower individuals to manage mental
5
health challenges and work toward a brighter, healthier future; and

Whereas, with effective treatment, education, and community support,

individuals experiencing mental health conditions can recover, grow, and thrive;

Whereas, the Wisconsin Legislature recognizes the critical need to strengthen
