Whereas, Representative James “Jim” Francis Rooney, a lifelong public
3
servant, honorable veteran, and devoted husband, father, and grandfather, passed
4
away on May 3, 2025, at the age of 89; and

Whereas, Jim Rooney was born on September 29, 1935, in Racine, Wisconsin,
6
the youngest of seven children of Cornelius and Mabel Rooney; and

Whereas, Jim Rooney graduated from St. Catherine’s High School in 1953 and
8
proudly served in the U.S. Army from 1954 to 1956; and

Whereas, Jim Rooney began his professional career at Nielsen Madsen &
10
Barber, where he worked as a field surveyor and business manager before
11
embarking on a distinguished public service career; and

Whereas, Jim Rooney served on the Racine County Board from 1966 to 1984
13
and from 1998 to 2000, including as vice chair from 1980 to 1982 and chair from
1
1982 to 1984, and demonstrated an enduring commitment to the people of Racine
2
County; and

Whereas, Jim Rooney also served his community as chairman of the Racine
4
Board of Harbor Commissioners, Racine County highway commissioner, and
5
Racine County public works director, while also contributing to regional policy
6
through his work with the Southeast Wisconsin Regional Planning Commission,
7
Regional Transportation Authority Commission, and Racine Heritage Museum
8
Board; and

Whereas, Jim Rooney was elected to the Wisconsin State Assembly in 1972
10
and served until 1985; and

Whereas, during his tenure in the legislature, Jim Rooney served as caucus
12
chair for the assembly Democrats in four legislative sessions; held leadership
13
positions on key committees, including those on elections, highways, and banking;
14
and contributed to the Governor’s Task Force on County Government Organization
15
and Administration; and

Whereas, Jim Rooney authored
Chapter 274, Laws of 1977
, which created the

Wisconsin Waterways Commission; and

Whereas, Jim Rooney served as chair of the Wisconsin Waterways

Commission from 1985 to 2019 under both Republican and Democratic governors,
20
during which time he advocated for marina and waterway improvements across the
21
state; and

Whereas, Jim Rooney was a devoted sailor and a longtime member of the
23
Racine Yacht Club, where he founded the club’s junior program in 1947 and served
24
as commodore in 1966; and

Whereas, Jim Rooney played a pivotal role in transforming Racine’s lakefront
2
by working with the federal government to decommission a commercial port and
3
develop Reefpoint Marina, sparking a yearslong revitalization that reshaped
4
downtown Racine and the county’s eastern shoreline for generations to enjoy; and

Whereas, Jim Rooney was a devoted husband to his wife of 65 years, Nancy; a
6
loving father to his children Erin, James, John, and Richard; and a proud
7
grandfather to Jonathon, Ryan, Sarah, Andrew, Matthew, Connell, Katelyn, and

Colleen; and

Whereas, Jim Rooney’s sharp wit, warm heart, deep Irish pride, spirited
10
holiday traditions, and unwavering commitment to Racine County and the State of
11
Wisconsin will be remembered and missed by all who knew him; now, therefore, be
