An Act
to renumber
1.12 (6) (a);
to create
1.12 (6) (ag) of the statutes;
2
relating to:
priorities for siting certain electric transmission facilities.
Analysis by the Legislative Reference Bureau
This bill modifies the state energy policy such that, to the greatest extent feasible that is consistent with economic and engineering considerations, reliability of the electric system, and protection of the environment, the first priority for the siting of new mega transmission systems is either of the following: 1) consolidated utility corridors or 2) high-voltage direct current systems or other underground facilities located with an existing high-voltage transmission line or within the right-of-way of an interstate highway, a U.S. numbered highway, a state trunk highway, or a railroad. Current law specifies that the following corridors should be used in the following order of priority when siting electric transmission facilities: 1) existing utility corridors; 2) highway and railroad corridors; 3) recreational trails, to the extent that facilities are constructed underground and do not impact environmentally sensitive areas; and 4) new corridors.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

In this paragraph, “mega transmission system” means a high-voltage transmission
7
line, as defined in s. 196.491 (1) (f), designed for operation at a nominal voltage of
8
more than 400 kilovolts.
