Analysis by the Legislative Reference Bureau
This bill requires a public utility providing retail electric services (electric utility) that files a general rate case application with the Public Service Commission to provide to each customer a notice with certain information about the rate case. Specifically, the notice must include 1) that the electric utility has requested that PSC change its rates, 2) the anticipated dollar and percentage effect of the rate change on the average residential and commercial customer bill, 3) that copies of the application are available for inspection at all of the electric utility’s offices and on its website, and 4) that an explanation of the proposed rate change is available from the electric utility upon request. Under the bill, the information provided in the notice must initially describe the rate case application and, for the 60 days after PSC issues the final rate case order, the information in the notice must describe the order. The bill requires that an electric utility provide the notice on its website and through a publication transmitted to each customer by the transmission method used to provide the customer’s bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

(a) In this subsection, “electric utility” means a public utility that

provides retail electric service to customers in this state.

(b) Beginning on the date that an electric utility files a general rate case

application with the commission and continuing until 60 days after the conclusion
6
of the rate case, an electric utility shall provide to each customer a notice that
7
includes all of the following information:

1. That the electric utility has requested that the commission change its rates.

2. The anticipated dollar and percentage effect of the proposed or ordered rate

changes on the average residential and commercial customer bill.

3. That copies of the electric utility’s application are available for inspection at

all offices of the electric utility and on the electric utility’s website.

4. That an explanation of the proposed or ordered changes to the electric

utility’s rates is available from the electric utility upon request.

(c) The information provided in the notice under par. (b) shall initially

describe the electric utility’s rate case application and, after the commission issues
17
the final rate case order, the information in the notice shall describe the order.

(d) An electric utility shall provide the notice required under par. (b) on its

website and through a publication that is transmitted to each of its customers by
