to create
20.115 (4) (ds) and 93.54 of the statutes;
relating to:
a dairy

agriculture resilience investment now grant pilot program, granting rule-

making authority, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Agriculture, Trade and Consumer Protection to create a Dairy Agriculture Resilience Investment Now grant pilot program, under which DATCP is required to provide grants to dairy producers with fewer than 1,000 head of milking cows in order for the dairy producers to undertake projects designed to improve their operational efficiency and resilience. The bill gives DATCP authority to promulgate rules to administer the program.
For further information see the state fiscal estimate, which will be printed as an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Program.
The department shall create a dairy agriculture

resilience investment now grant pilot program, under which the department shall

provide grants to dairy producers with fewer than 1,000 head of milking cows to

fund projects designed to improve the dairy producers’ operational efficiency and

resilience.
