An Act

relating to:
passing legislation to reduce carbon emissions.
Analysis by the Legislative Reference Bureau
This bill requires the legislature, during the 2025-26 legislative session, to pass legislation creating a viable plan to reduce carbon emissions by 52 percent by 2030 and creating a viable plan for achieving carbon neutral emissions by 2050. Any plan created as required under the bill must maximize the impact of the plan on improving economic and racial equity.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

. Nonstatutory provisions.

Reduction of carbon emissions.
In the 2025-26 legislative session, the

legislature shall pass legislation creating a viable plan to reduce carbon emissions

in this state by 52 percent by 2030 and creating a viable plan for achieving carbon
1
neutral emissions in this state by 2050. Any plan enacted under this subsection
2
shall maximize the impact of the plan on improving economic and racial equity.
