An Act

to create
93.07 (25) of the statutes;
relating to:
creation of a farmland

link program.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Agriculture, Trade and Consumer Protection to establish and maintain within its Farm Center a farmland link program that connects property owners and agricultural operators with individuals seeking to use land exclusively for agricultural purposes. The bill authorizes DATCP to provide various resources and assistance under the program, including to provide assistance regarding the transfer of land and other property, collaborate with nonprofit organizations to facilitate connection between parties participating in the program, and publish informational resources related to the program. The bill also requires DATCP to establish and maintain a public website for the program and to annually report to the governor and appropriate standing committees of the legislature regarding the farms, acres, and users served by the program in the preceding year.

Farmland Link program.
(a) To establish and maintain within

the department’s farm center a farmland link program that connects property
4
owners and agricultural operators with individuals seeking to use land exclusively
5
for agricultural purposes. As part of the farmland link program created under this
6
paragraph, the department may provide assistance regarding the transfer of land
7
and other property to be used exclusively for agricultural purposes, collaborate with
8
nonprofit organizations to facilitate connection between parties participating in the
9
farmland link program, and publish informational resources related to the
10
farmland link program.

(b) To establish and maintain a publicly accessible website for the farmland
12
link program under par. (a). The department shall, no later than 12 months after
13
the effective date of this paragraph .... [LRB inserts date], and annually thereafter,
14
submit to the governor and the appropriate standing committees of the legislature
15
under s. 13.172 (3) a report regarding the number of farms, acres, and users that
16
the farmland link program has served in the preceding year.
