An Act

to renumber and amend
59.53 (3);
to create
16.195, 20.505 (1) (ek)

and 59.53 (3) (c) of the statutes;
relating to:
grants for the provision of

immigration-related civil legal services to individuals and families, county

grants for the provision of civil legal services to individuals and families, and
5
making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to award grants to community-based and other organizations based in Wisconsin for the provision of civil legal services to individuals and families in matters related to immigration. The bill requires DOA to establish an accessible and equitable application process for the award of the grants. Additionally, before awarding a grant, DOA must determine that the grant applicant has a record of providing civil legal services to individuals and families in matters related to immigration and that the applicant provides such services without regard to the client’s immigration status.
The bill further authorizes counties to appropriate funds to make payments to community-based organizations and other organizations, whether or not operated for profit, based in Wisconsin for the provision of civil legal services to individuals and families, regardless of whether the matter is immigration-related.

Immigration-related civil legal services grants.

(1)
From the

appropriation under s. 20.505 (1) (ek), the department shall award grants to

community-based organizations and other organizations, whether or not operated
5
for profit, based in this state for the provision of civil legal services to individuals
6
and families in matters related to immigration.

(a) The department shall establish an accessible and equitable application

process for the award of grants under sub. (1).

(b) Before awarding each grant, the department shall determine that the

grant applicant has a record of providing civil legal services to individuals and

families in matters related to immigration and that the applicant provides such
12
services without regard to the client’s immigration status.
