An Act

to create
6.87 (4) (b) 1m. of the statutes;
relating to:
prohibiting the

use of absentee ballot drop boxes for any election.
Analysis by the Legislative Reference Bureau
Current law includes a requirement that an absentee ballot be sealed in the return envelope and mailed by the voter, or delivered in person, to the municipal clerk issuing the ballot. In
Priorities USA v. Wis. Elections Commission
, 2024 WI 32, the Wisconsin Supreme Court held that this requirement allows the use of absentee ballot drop boxes.
Under this bill, no municipality may employ a drop box or other physical receptacle for the receipt of voted absentee ballots other than receipt by mail.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
