An Act
to create
115.7915 (4m) (em), 118.40 (2r) (e) 3n., 118.40 (2x) (e) 3.,

118.60 (4) (d) and 119.23 (4) (d) of the statutes;
relating to:
payments for
3
pupils who withdraw from a parental choice program, the Special Needs
4
Scholarship Program, or an independent charter school.
Analysis by the Legislative Reference Bureau
Under current law, for each pupil attending a private school under a parental choice program or the Special Needs Scholarship Program and for each pupil attending an independent charter school, the Department of Public Instruction pays a per pupil amount to the private school participating in a parental choice program or the Special Needs Scholarship Program or to the independent charter school. DPI pays the annual per pupil amount to the private school or independent charter school in four equal installments. Under the bill, if, during the school year, a pupil withdraws from a private school participating in a parental choice program or the Special Needs Scholarship Program or from an independent charter school and enrolls in a school district, DPI must pay any remaining amount due to the private school or independent charter school for that pupil to the school district in which the pupil is enrolled.

(em) Notwithstanding pars. (a), (cm), and (e), if a child

attending a private school under the scholarship program under this section
4
withdraws from the private school under this section during a school year and
5
subsequently enrolls in a school district, the department shall pay the remainder of
6
the scholarship amount due to the private school for the child for that school year to
7
the school district in which the child enrolls.

(e) 3n. Notwithstanding subd. 2p., if a pupil attending a charter

school established by or under a contract with an entity under par. (b) 1. for whom
11
a payment is due under this paragraph withdraws from the charter school during
12
the school year and subsequently enrolls in a school district, the department shall
13
pay any remaining amount due to the operator of the charter school for that pupil
14
for that school year to the school district in which the pupil enrolls.
