An Act

to create
16.265 and 20.505 (1) (ft) of the statutes;
relating to:

creating a landlord fire prevention grant program, granting rule-making

authority, and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Administration to establish a program to award grants to landlords to assist with the costs of implementing fire prevention and suppression measures in residential buildings. Measures a grant could be awarded for include installing fire sprinklers in a building and providing fire extinguishers in residential units. The bill directs DOA to establish the application procedures for, and terms and conditions of, receiving a grant, with grants awarded on a first-come, first-served basis. Under the bill, a grant may not exceed 50 percent of the landlord’s costs for the fire prevention and suppression measures, and the total amount of grants that may be awarded under the program is $10,000,000.

16.265 of the statutes is created to read:

16.265 Landlord fire prevention grant program. (1)
The department

shall establish and administer a program to award grants to landlords of
4
residential buildings for the purpose of implementing fire prevention and
5
suppression measures, including installing fire sprinklers in a residential building
6
and providing fire extinguishers in residential units. The department shall
7
establish application procedures for, and the terms and conditions of, receiving a
8
grant under this subsection. The department shall award grants on a first-come,
9
first-served basis to eligible landlords. A grant awarded under this subsection may
10
not exceed 50 percent of the costs incurred by the landlord for the fire prevention
11
and suppression measures.

The department shall make grants under sub. (1) from the appropriation

under s. 20.505 (1) (ft). The total amount of all grants awarded under sub. (1) may
14
not exceed $10,000,000.

The department shall promulgate rules for administering the program

under this section, including rules establishing eligibility criteria for receiving a

grant under sub. (1).
