An Act

to amend
440.88 (4) of the statutes;
relating to:
substance abuse

counselor-in-training, clinical supervisor-in-training, and prevention

specialist-in-training certifications.
Analysis by the Legislative Reference Bureau
Current law provides for the certification of individuals by the Department of Safety and Professional Services as substance abuse counselors, clinical supervisors, or prevention specialists. Individuals may also be certified as any of the aforementioned “in training.” As with other credentials, the renewal date for certifications, including in-training certifications, is a fixed date. In-training certifications may only be renewed twice after initial certification.
This bill provides that the renewal date for an in-training certification is two years from the date the certification is granted instead of the fixed date under current law.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

Applications; certification period.
An application for

certification as a substance abuse counselor, clinical supervisor, or prevention
2
specialist under this section shall be made on a form provided by the department
3
and filed with the department and shall be accompanied by the initial credential fee
4
determined by the department under s. 440.03 (9) (a). The renewal date for
5
certification as a substance abuse counselor, clinical supervisor, or prevention
6
specialist is specified under s. 440.08 (2) (a) and the renewal fee for such
7
certifications is determined by the department under s. 440.03 (9) (a).

Notwithstanding s. 440.08 (2) (a) 9m., the renewal date for certification as a
9
substance abuse counselor-in-training, a clinical supervisor-in-training, or a
10
prevention specialist-in-training is 2 years from the date the certification is
11
granted.
Renewal of certification as a substance abuse counselor-in-training, a
12
clinical supervisor-in-training, or a prevention specialist-in-training may be made
13
only twice.
