An Act

relating to:
a onetime grant to establish an online dashboard of health

care claims information, funding to support increased operational costs for the

Wisconsin Health Information Organization, and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Health Services and the Department of Employee Trust Funds may contract with a data organization to request health care claims information from insurers and administrators and to perform other duties specified under current law. Currently, DHS contracts with the Wisconsin Health Information Organization (WHIO) to collect this data and perform these duties.
The bill directs DHS to award a onetime grant to WHIO, as the contracted data organization, to establish an online dashboard of health care claims information and to onboard new payer data and increases an appropriation to DHS for that purpose. The bill also increases an appropriation to DHS to support the contracted data organization’s increased operational costs.
The bill provides that if other legislation relating to mandatory participation in WHIO does not become law during the 2025 legislative session, the provisions in this bill are void.
