to amend
196.374 (1) (d) and 196.374 (3) (b) 2.;
to create
196.374 (1)

(dm) of the statutes;
relating to:
increasing the Focus on Energy rate and

including residential energy storage in Focus on Energy.
Analysis by the Legislative Reference Bureau
This bill makes changes to the funding of statewide energy efficiency and renewable resources programs, known as Focus on Energy, that current law requires investor-owned electric and natural gas utilities to fund. Under the bill, the Public Service Commission must require those utilities to spend 2.4 percent of their annual operating revenues derived from retail sales to fund Focus on Energy and related programs. Under current law, those utilities must spend 1.2 percent of their annual operating revenues from retail sales. The bill also includes residential energy storage system programs in Focus on Energy.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

(d) “Energy efficiency program” means a program for reducing the

usage or increasing the efficiency of the usage of energy by a customer or member of

an energy utility, municipal utility, or retail electric cooperative
, including a

program that promotes the development or use of energy storage systems by

residential customers
. “Energy efficiency program” does not include load
6
management.

technology that uses mechanical, chemical, or thermal processes for absorbing

energy and storing it for a period of time for use at a later time.
