An Act
relating to:
an enterprise-wide data and efficiency study.
Analysis by the Legislative Reference Bureau
This bill creates a joint legislative committee to be known as the Data Efficiency Study Steering Committee. The steering committee’s purpose is to contract with a nonstate, qualified, and experienced firm to conduct a comprehensive study of interagency data sharing practices within state government. The steering committee consists of the following members:
1. One representative to the assembly appointed by the speaker of the assembly.
2. One representative to the assembly appointed by the assembly minority leader.
3. One senator appointed by the president of the senate.
4. One senator appointed by the senate minority leader.
5. A representative of the Department of Revenue appointed by the secretary of revenue.
6. A representative of the Department of Administration appointed by the secretary of administration.
In conducting the study, the contracted firm must do all of the following at the direction of the steering committee:
1. Assess existing statutory, regulatory, and governance frameworks that shape data sharing and data management across state agencies, with attention to opportunities for greater standardization.
2. Identify technical, legal, and organizational barriers that limit consistent, enterprise‑wide data sharing and collaboration.
3. Review best practices from other states to understand effective models for enterprise-wide data and analytics environments.
4. Identify high‑value data and analytics interagency use cases that would benefit from a standardized, statewide approach to data management and analytics delivery.
5. Recommend organizational structures and actionable steps to establish or enhance a consistent enterprise-wide data and analytics framework, including options such as establishing an enterprise-wide data and analytics office or designating a chief data officer in state government.
6. Evaluate strategies to improve efficiency and readiness, such as leveraging shared platforms, consolidating technologies, and considering external enterprise‑wide data and analytics or data warehousing solutions capable of supporting a standardized statewide environment.
7. Evaluate the possibility of establishing a template and standard design for state agencies’ consumer facing websites.
Under the bill, no later than December 31, 2026, the steering committee must submit a report of the contracted firm’s findings and recommendations from the study to the appropriate standing committees of the legislature. The report must include proposed legislative or administrative actions necessary to implement the steering committee’s and contracted firm’s recommendations, including organizational and funding measures. The steering committee dissolves once the report is submitted.

There is created a joint

)
Study.
The data efficiency study steering committee shall contract with a
10
nonstate, qualified, and experienced firm to conduct a comprehensive study of
11
interagency data sharing practices within state government. The contracted firm
12
shall bring an independent perspective to current data and analytical activities in
13
state government and shall make recommendations concerning how the state can
14
most cost-effectively and efficiently implement changes available through new
15
technology. The steering committee shall coordinate with state agencies to carry
16
out the study and shall obtain input from relevant nonstate stakeholders. Each
17
state agency shall cooperate with the steering committee and the contracted firm
18
for purposes of the study. In conducting the study, the contracted firm shall do all of
19
the following at the direction of the steering committee:
