An Act
to renumber and amend
39.378 (1);
to amend
39.378 (4);
to create

39.378 (1) (b) and 39.378 (2m) and (3m) of the statutes;
relating to:
tuition

and materials reimbursement for community paramedics and community

emergency medical services practitioners.
Analysis by the Legislative Reference Bureau
Current law, as created in
2025 Wisconsin Act 35
, requires the Higher Educational Aids Board to develop a program to reimburse individuals or their employers for the cost of tuition and materials necessary for the individual to qualify for initial certification or initial licensure as an emergency medical responder or an emergency medical services practitioner. To be eligible for reimbursement, an individual must complete any required course of instruction, pass any required examination, and receive a certification or license from the Department of Health Services.
This bill expands the program to include reimbursement of individuals or their employers for the cost of tuition and materials incurred in completing a program to qualify for DHS approval as a community paramedic or community emergency medical services practitioner. HEAB may provide reimbursement for an individual who has completed a DHS-approved training program and received DHS approval as a community paramedic or community emergency medical services practitioner.

(a) An individual who is applying for approval as a community paramedic

under s. 256.205 if the individual has personally paid the tuition or materials costs

for the program.

medical services practitioner under s. 256.21 if the individual has personally paid

the tuition or materials costs for the program.

(c) The employer of an individual listed under par. (a) or (b) if the employer

has paid for the applicant’s cost of tuition or materials for the program.

To be eligible for reimbursement under this section, a person described

under sub. (2m) shall satisfy the following criteria:

(a) For individuals described under sub. (2m) (a), the individual has

satisfactorily completed a community paramedic training program under s. 256.205

(3) and has received approval by the department of health services as a community
8
paramedic under s. 256.205.

(b) For individuals described under sub. (2m) (b), the individual has

satisfactorily completed a community emergency medical services practitioner
11
training program under s. 256.21 (3) and has received approval by the department

of health services as a community emergency medical services practitioner under s.

(c) For employers who have paid for an individual’s costs of tuition or

materials as described under sub. (2m) (c), the individual satisfies the criteria
16
under par. (a) or (b).
