Whereas, Robert E. “Bob” Harlan, born in Des Moines, Iowa, and a longtime
3
resident of Green Bay, Wisconsin, passed away on March 5, 2026, at the age of 89;
4
and

Whereas, Bob was elected president and chief executive officer of the Green
6
Bay Packers on June 5, 1989, and led the organization for nearly two decades until
7
his retirement in January 2008, retiring as the winningest team president in NFL
8
history; and

Whereas, under Bob’s visionary leadership, the Packers transformed from a
10
struggling franchise into one of the NFL’s most successful organizations, compiling
11
the league’s best overall record of 152–88 from 1993 to 2007, achieving 13 winning
12
seasons from 1992 to 2007, and returning the Lombardi Trophy to Green Bay with
13
a victory in Super Bowl XXXI; and

Whereas, Bob’s inspired decision to hire Ron Wolf as general manager in 1991

and grant him full authority over football operations set the foundation for the

franchise’s sustained success, leading to the trade for Hall of Fame quarterback

Brett Favre, the signing of Hall of Fame defensive end Reggie White, and a
4
generation of Packers victories; and

Whereas, Bob spearheaded the $295 million redevelopment of historic

Lambeau Field, completed in 2003, transforming the iconic stadium into a

cornerstone of the franchise’s long-term financial strength; and

Whereas, Bob was deeply engaged in the greater Green Bay community,
9
serving on numerous boards and donating his time to charitable causes, and
10
received multiple local and state honors, including an honorary degree from
11
Marquette University; and

Whereas, Bob was inducted into the Green Bay Packers Hall of Fame in 2004;

Whereas, Bob is survived by his beloved wife, Madeline, and his sons, Kevin,

Bryan, and Michael, and their families, who carry on his legacy of devotion to

family, community, and the Green Bay Packers; now, therefore, be it
