Relating to:

Whereas, emergency medical services (EMS) are a vital component of our
4
healthcare system, providing lifesaving medical care to patients during times of
5
crisis; and

Whereas, volunteers are critical to EMS operations across the state, especially
7
in small and rural communities; and

Whereas, about 76 percent of active EMS service providers licensed in
9
Wisconsin are primarily staffed by volunteers, per the Wisconsin Department of
10
Health Services; and

Whereas, a state survey of EMS agencies licensed in Wisconsin whose
12
primary service was 911 transport found that a majority of responding agencies
13
had “volunteer model” crews, of which 72 percent were rural agencies; and

Whereas, EMS agencies face particular challenges with staffing during the
1
daytime, when many volunteers are unavailable due to commitments at their
2
primary place of employment; and

Whereas, current state law generally requires an employer to allow an
4
employee who is a volunteer firefighter, EMS practitioner, emergency medical
5
responder, or ambulance driver for a volunteer fire department or fire company,
6
public agency, or nonprofit corporation to be late for or absent from work if the
7
employee is responding to an emergency that begins before the employee is required
8
to report for work; and

Whereas, current state law, however, does not require an employer to allow
10
such an employee to leave work to respond to an emergency that occurs during
11
work; and

Whereas, given the widespread need for EMS volunteers in this state,
13
employers that permit their employees to leave work to perform EMS duties during
14
an emergency—despite not being required to—should be lauded for enabling rapid
15
emergency responses; now, therefore, be it

concurring, That
the members of

the Wisconsin Legislature commend employers in this state that permit their
18
employees to leave work to perform volunteer EMS duties in response to an
19
emergency.
