Whereas, according to the World Health Organization, one in six individuals
4
have difficulty getting pregnant or sustaining a pregnancy; and

Whereas, the World Health Organization and American Medical Association
6
define infertility as a disease; and

Whereas, infertility affects women and men equally and does not discriminate
8
on the basis of race, religion, sexual orientation, marital status, or socioeconomic
9
level; and

Whereas, all individuals should have access to family-building options; and

Whereas, options for building a family include adoption and medical
12
treatment for infertility, such as in vitro fertilization (IVF) and third-party
13
reproduction; and

Whereas, cost and lack of insurance coverage are barriers that many

individuals in Wisconsin face in accessing the family-building options they need;

and

Whereas, raising awareness of infertility and the barriers faced by the family-
4
building community is the first step to removing these barriers; and

Whereas, antiabortion legal strategies to confer legal “personhood” on
6
fertilized eggs, zygotes, embryos, and fetuses are mounting across the country and
7
threaten the ability of individuals to access birth control as well as IVF and other
8
fertility treatments; now, therefore, be it

Resolved by the
senate
, the
assembly
concurring, That
the members of
10
the Wisconsin Legislature hereby affirm the legal right of patients with infertility
11
to undergo IVF and other fertility treatments; reject the notion of embryonic or fetal
12
“personhood”; join RESOLVE: The National Infertility Association and the
13
dedicated volunteers, health care professionals, and members of the infertility and
14
family-building community by participating in this promotion; and proclaim April
15
20 to 26, 2025, as National Infertility Awareness Week in Wisconsin.
