Relating to:
urging support for a constitutional amendment to provide states with

authority to regulate campaign financing.

Whereas, the residents of Wisconsin have a compelling interest in fostering
4
robust political debate, freedom of speech, self-government, securing the liberty and
5
political equality of our citizens, and advancing federalism and the interests of the
6
states; and

Whereas, over the past few decades, the U.S. Supreme Court has gradually
8
come to equate elections spending with “free speech,” and elections spending has
9
the potential to drown out speech rights for all citizens, narrow debate, and weaken
10
federalism and self-government in the states; and

Whereas, the states and Congress should have the ability to enact reasonable
12
regulations regarding elections spending; and
SJR58,2,2

Whereas, the framers of the U.S. Constitution wisely granted the states
14
ultimate power to amend the constitution where necessary to make it and our union

ever more perfect and to protect and preserve self-government and liberty; now,
2
therefore, be it

senate
, the
assembly
concurring, That
the Wisconsin

Legislature, on behalf of the people of Wisconsin, declares its support for a
5
constitutional amendment to clarify that the states and Congress may regulate the
6
spending of money to influence elections, and that, in doing so, the states and
7
Congress may distinguish between natural persons and legally recognized entities;
8
and, be it further

Resolved, That
a copy of this resolution be prepared and submitted to the
10
speaker of the U.S. House of Representatives, the majority leader of the U.S.
11
Senate, the minority leader of the U.S. Senate, and each member of the Wisconsin
12
congressional delegation.
