Whereas, Senate Joint Resolution 1 was passed by the Wisconsin Senate on
4
January 6, 2025, and concurred in by the Wisconsin Assembly on January 6, 2025,
5
and enrolled as Senate Joint Resolution 2 on May 20, 2025; and

Whereas, the senate is anticipated to adjourn on March 17, 2026, and not
7
reconvene the regular session until the start of the 2027–28 biennial session in
8
January 2027; and

Whereas, including the March 17, 2026, floor session, the senate has convened

12 regular session floor periods and one extraordinary session floor period since

January 6, 2025; and

Whereas, in recent years, senate committees have expanded the use of paper

ballots for holding executive session votes, forgoing debate and opportunities for

amendments; and

adjournment of the 2025–26 legislative session in the past 25 years; and

Whereas, U.S. President Donald John Trump has increased tariffs by

executive order on imports contributing to rising costs of goods for Wisconsinites,

and in response, countries around the world have levied reciprocating tariffs on
6
American exports, thereby shrinking markets for Wisconsin businesses and their

ability to compete globally; and

Whereas, U.S. President Donald John Trump’s decision to execute Operation

Epic Fury against Iran on February 28, 2026, has destabilized the region and is

contributing to higher gasoline and diesel prices globally; and

Whereas, U.S. President Donald John Trump signed the One Big Beautiful
12
Bill into law on July 4, 2025, which ends the Affordable Care Act enhanced
13
subsidies, thereby contributing to higher health care premiums for all Americans;

Whereas, the Wisconsin Child Care Bridge payments are set to expire on June
16
28, 2026, leaving child care centers unable to afford the cost of inflation, inevitably
17
closing their businesses and forcing parents to drop out of the workforce to care for

their children; and

Whereas, seniors with fixed incomes are unable to afford inflationary price
20
increases of essential goods to make ends meet; and

Whereas, utility rates are expected to increase by double digit percentages,

forcing renters and homeowners to pay more for their electric and water utility

Whereas, farmers are facing lower prices for their harvests from last year and

higher costs for planting this spring, thereby contributing to higher costs of

groceries for consumers; and

Whereas, inflation continues to rise and prices for all consumer goods are

increasing, forcing businesses to lay off workers and prepare for another global
5
economic downturn; and

Whereas, as of March 16, 2026, members of the minority party have

introduced 378 senate bills with a minority party member as first author, many of
8
which would lower costs for Wisconsinites; and

Whereas, as of March 16, 2026, the majority party members have scheduled

only nine senate bills with a minority party member as first author for a committee
11
public hearing; and

Whereas, as of March 16, 2026, the majority party members have scheduled

only three senate bills with a minority party member as first author for a
14
committee executive session; and

Whereas, as of March 16, 2026, the majority-controlled Senate Committee on

author for a vote on the senate floor; and

affordability for Wisconsin; now, therefore, be it

senate
, That
the Wisconsin Senate shall schedule at least

one regular senate floor period during the limited-business floor period of April 14,
1
2026, to April 16, 2026, to address affordability and pass senate bills to lower costs
2
for Wisconsinites; and, be it further

the Wisconsin Senate shall schedule extraordinary sessions

to address affordability and pass senate bills to lower costs for Wisconsinites as
5
needed until December 31, 2026.
