A BILL

for

AN ACT relating to veterans; providing for free tuition at the University of Wyoming and community colleges for overseas combat veterans; providing definitions; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Free tuition and fees for education of war orphans and veterans; definitions.

(a)

As used in this section:

(iii)

"Overseas combat veteran" means:

(A)

An honorably discharged veteran of the Indian Wars, Spanish American War, Filipino insurrection, Boxer rebellion, Puerto Rico campaign or First World War;

(B)

An honorably discharged veteran of the Second World War, who served in the military service of the United States between December 8, 1941 and August 14, 1945;

(C)

An honorably discharged veteran of the Korean War emergency, who served in the military service of the United States between June 27, 1950 and July 28, 1953;

(D)

An honorably discharged veteran of the Vietnam War emergency, who served in the military service of the United States between February 28, 1961 and August 15, 1973;

(E)

A widow, during her widowhood, of any person qualifying under this subsection or who died while serving honorably during the war, conflict or period described in this section;

(F)

An honorably discharged veteran who served in the military service of the United States, who is a bona fide Wyoming resident for at least three (3) years and who served in one (1) of the below listed military operations during the specified period and who was awarded the armed forces expeditionary medal, the Vietnam service medal or other authorized service or campaign medal:

(I)

Berlin - from August 14, 1961 to June 1, 1963;

(II)

Lebanon - from July 1, 1958 to November 1, 1958;

(III)

Quemoy and Matsu Islands - from August 23, 1958 to June 1, 1963;

(IV)

Taiwan Straits - from August 23, 1958 to January 1, 1959;

(V)

Cuba - from October 24, 1962 to June 1, 1963;

(VI)

Congo - from November 23, 1964 to November 27, 1964;

(VII)

Dominican Republic - from April 28, 1965 to September 21, 1966;

(VIII)

Korea - from October 1, 1966 to June 30, 1974;

(IX)

Congo - from July 14, 1960 to September 1, 1962;

(X)

Laos - from April 19, 1961 to October 7, 1962;

(XI)

Vietnam - from July 1, 1958 to August 4, 1964;

(XII)

Persian Gulf - Desert Storm Conflict - from January 15, 1991 to a date to be determined by the department of revenue;

(XIII)

Bosnia – from November 20, 1995 to a date to be determined by the department of revenue;

(XIV)

Iraq – Operation Southern Watch and Operation Northern Watch – from December 1, 1995 and from January 1, 1997, respectively, to a date or dates to be determined by the department of revenue;

(XV)

Kosovo - Operation Allied Force/Air War over Kosovo and Serbia – from March 24, 1999 to a date to be determined by the department of revenue;

(XVI)

Afghanistan and other locations – Operation Enduring Freedom and Operation Noble Eagle (Homeland Security) – from October 7, 2001 to a date to be determined by the department of revenue.

(c)

The University of Wyoming and each community college shall provide free tuition for not more than ten (10) semesters for any Vietnam veteran

or overseas combat veteran
not presently receiving education benefits under the Servicemen's Readjustment Act of 1944, as amended, for any credit or vocational education course for which the Vietnam veteran
or overseas combat veteran

registers.

Section 2.
This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit

tion.
