Wyoming young adult task force.

A BILL

for

AN ACT relating to the administration of government; creating a joint legislative and executive task force to address ways to keep and attract young adults to the state; providing an appropriation; authorizing a position; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

There is created a joint legislative and executive task force on young adults.

(b)

The task force shall be comprised of:

(i)

One (1) member of the Wyoming senate, appointed by the president of the senate;

(ii)

One (1) member of the Wyoming house of representatives, appointed by the speaker of the house;

(iii)

Ten (10) members appointed by the governor, including:

(A)

Two (2) members of the executive branch of government, at least one (1) of whom shall be a member of the governor's staff;

(B)

One (1) person representing the interests of communities throughout the state;

(C)

Two (2) students enrolled at the University of Wyoming;

(D)

Two (2) students enrolled at a Wyoming community college;

(E)

One (1) person representing the Wyoming business council; and
(F)

Two (2) persons under the age of twenty-eight (28) years representing the young adult workforce in Wyoming.

(c)

The house representative shall serve as the chairman of the task force.

(d)

The task force shall:

(i)

Meet no less than four (4) times;

(ii)

Conduct research on the current young adult demographic climate in Wyoming and surrounding states;

(iii)

Develop comprehensive analyses, strategies and recommendations with respect to the initiatives, private and public, that will be necessary to attract and retain young adults to live and work within the state;

(iv)

Report its findings and recommendations to the joint minerals, business and economic development interim committee no later than November 1, 2005.

(e)

Members of the task force shall be paid as follows:

(i)

Legislators serving on the task force shall be paid salary, per diem and travel expenses as provided in W.S. 28

101 for their official duties as members of the task force;

(ii)

State employees serving on the task force shall receive no additional compensation for serving on the task force, but shall be paid as provided in W.S. 9

103 for travel and per diem expenses incurred for their official duties as members of the task force;

(iii)

All other members of the task force shall receive a salary of fifty dollars ($50.00) per day and shall be paid as provided in W.S. 9

103 for travel and per diem expenses incurred for their official duties as members of the task force.

Section 2.

(a)

There is appropriated sixty thousand dollars ($60,000.00) from the general fund to the
governor's office to fund the interim meetings of the task force and to contract with an at-will contract employee to assist the task force with its duties under section 1 of this act. Not more than thirty thousand dollars ($30,000.00) shall be expended to fund the at-will contract position authorized by this act.

(b)

The governor's office is authorized one (1) at-will contract position for the period beginning April 1, 2005 and ending no later than March 30, 2006 to assist the task force created by section 1 of this act in meeting its assigned duties.
