Subject: Study and master plan for veterans' services. Summary/Major Elements: Directs the veterans commission, with cooperation of department of health and state building commission, to develop a plan for the residential and nonresidential care of disabled Wyoming veterans. Directs the veteran's commission to study services available to veterans in existing community nursing homes and the possible need for a new veterans' nursing home and, if needed, to develop a master plan for a proposed facility. The master plan shall address funding, alternatives to new construction and potential sites. Appropriates $100,000.00 in general funds for the plan and study. Comments: Report Required: veterans commission shall file a report and recommendations to the joint labor, health and social services and joint appropriations interim committees by October 1, 2005.
WORKING DRAFT ORIGINAL HOUSE BILL NO. 0189 ENROLLED ACT NO. 106, HOUSE OF REPRESENTATIVES FIFTY-EIGHTH LEGISLATURE OF THE STATE OF WYOMING 2005 GENERAL SESSION AN ACT relating to veterans; providing for a master plan for care of disabled Wyoming veterans; providing for a study of the need, possible sites and possible funding sources for a new state veterans home; providing an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1. (a) The Wyoming veterans commission with the support of and in cooperation with the department of health and the state building commission, shall develop a master plan for the residential and nonresidential care of disabled Wyoming veterans. (b) The commission shall study current and projected populations of disabled veterans and develop a plan for addressing the long term health care needs of the disabled veteran community. The study shall determine whether or not an additional veterans' nursing home should be established. The study shall also consider existing services in community nursing homes available to the veteran population. (c) If the study results indicate the need for establishment of a veterans' nursing home, the commission shall develop a master plan for the proposed facility. This master plan shall consider potential funding sources for a state veterans' home, alternatives to construction of a new facility and potential sites for a state veterans' home. (d) The commission shall report its written findings and recommendations to the joint labor, health and social services interim committee and the joint appropriations interim committee on or before October 1, 2005 Section 2. There is appropriated from the general fund one hundred thousand dollars ($100,000.00), or as much thereof as may be necessary, to the veterans' commission to carry out the purposes of this act. Section 3. This act is effective immediately upon co m pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit u tion.
