AN ACT relating to the administration of government; authorizing state elected officials to designate personal representatives to boards and commissions as specified; repealing unnecessary language and otherwise making conforming amendments; and providing for an effective date.

State elected officials representation on boards and commissions; designees; limitations.

A state elected official may authorize a designee to act as the official's personal representative to any board or commission of which the official is a member. The designee shall have the right to speak on behalf of the official and to vote and take other lawful action on behalf of the official as a member of the board or commission. The provisions of this section shall not apply to any board or commission to which the state elected official is appointed by the Wyoming constitution or which is comprised solely of state elected officials.

he coordinator may sit as the governor's personal representative on all nonconstitutionally created boards and commissions which are not exclusively licensing in nature. The coordinator shall have the right to speak on behalf of the governor but not to vote. The coordinator shall not sit as the governor's personal representative
for purposes of fulfilling the provisions of W.S. 9

on any boards or commissions on which one (1) or more of the other four (4) elective state officers sit.

Wyoming on-line government commission; duties; electronic transaction of business.

(a)

There is created a Wyoming on-line government commission. Membership on the commission shall consist of the governor, secretary of state, state auditor, state treasurer and state superintendent of public instruction

or their designees.
Each member shall have one (1) vote. One (1) member shall be elected annually to act as chairman of the commission.

Composition; qualifications; appointment and removal of members; quorum.

(a)

The board shall consist of nine (9) members, including the governor
or his designated representative
and the dean of the University of Wyoming college of agriculture or his designated representative as ex officio nonvoting members. Seven (7) members shall be appointed by the governor with the advice and consent of the senate and may be removed by the governor as provided in W.S. 9

202. One (1) member shall be appointed from each of the seven (7) appointment districts pursuant to W.S. 9

218. Appointments in each appointment district shall be rotated among the several counties comprising the district.

Definitions.

(a)

As used in this article:

(ii)

"Committee" means the director of the department of agriculture, the director of the department of health, the director of the game and fish department, the Wyoming state veterinarian and the governor

Wyoming children's trust fund board; creation; members.

(a)

There is created a Wyoming children's trust fund board. The board shall consist of seven (7) members, as follows:

The state superintendent of public instruction

Wyoming higher education assistance authority; creation; termination; board of directors; composition; compensation; meetings; surety bonds; personal liability; fiscal control.

(b)

The board of directors of the authority is created and shall consist of nine (9) directors as follows:

(c)

The governor and the state superintendent of public instruction

(a)

The state advisory council for innovative education is established, to consist of the following members:

(v)

The state superintendent of public instruction
or his designated representative
serving as an ex officio member;

(vi)

The governor
or his designated representative
serving as an ex officio member;

Representation in the compact.

The governor
or his designee
shall represent the state of Wyoming in the compact commission and shall perform for the state all of the powers and duties with respect thereto. If the governor designates a person to represent the state, that person shall take the oath of office prescribed by the constitution and shall file it with the secretary of state.

This act is effective immediately upon co

pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
