Notwithstanding W.S. 3

‑
111, a guardian ad litem appointed to represent a child or incompetent person is immune from civil or criminal liability while acting within the scope of his assigned responsibilities or duties as a guardian ad litem, unless the guardian ad litem knowingly or negligently reports information that is false or lacks a factual foundation.

Section 2.

This act is effective July 1, 2006.
