A BILL

for

AN ACT relating to internship grants; authorizing an internship grant initiative analysis as specified; requiring a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is appropriated twenty thousand dollars ($20,000.00) from the general fund to the department of workforce services to conduct an internship grant initiative analysis.

(b)

In the first year the department shall:

(i)

Perform the analysis, which shall include a review of internship programs that currently exist within the state of Wyoming to examine what opportunities are currently being offered, and outline a program that:

(A)

Meets the demands of
Wyoming
's employers to train the future workforce;

(B)

Enhances opportunities for
Wyoming
residents to remain within the state of
Wyoming
;

(C)

Provides opportunities for
Wyoming
residents to gain work experience in
Wyoming
; and

(D)

Supplements and enhances existing programs providing opportunities for
Wyoming
business, government and associates with eligible employees in the state.

(ii)

Develop criteria necessary to implement an internship grant program in the state of
Wyoming
;

(iii)

Develop a training program for potential businesses, government entities and associations interested in participating in an internship grant program;

(iv)

Provide technical assistance to businesses, government entities and associations interested in participating in the internship grant program by use of classes, workshops and consultants;

(v)

Identify a system that will help interns and businesses with internship opportunities participate in the program.

(c)

The department shall submit its findings and recommendations to the joint appropriations interim committee and the joint minerals, business and economic development interim committee no later than November 1, 2006.

Section 2.

This act is effective immediately upon completion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constitution.
