Affordable housing study.

A BILL

for

AN ACT relating to affordable housing; providing for a study of affordable housing in this state; providing for a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.

(a)

The governor's office shall conduct a study of affordable housing in this state. In conducting the study, the governor's office shall:

(i)

Review the housing needs in this state;

(ii)

Review all available affordable housing programs currently in use or available for use in this state, whether federally, state or locally authorized;

(iii)

Review all available funding sources for affordable housing currently in use or available for use in this state, whether federally, state or locally funded;

(iv)

Consider funding mechanisms for affordable housing in this state;

(v)

Recommend an efficient system of administering affordable housing programs in this state considering and outlining fiscally responsible and comprehensive administration of housing programs by public and private agencies;

(vi)

Consider an efficient method of distributing any funds, including grants and loans, available for affordable housing throughout the state;

(vii)

Consider any other factor necessary for the improvement of availability of affordable housing in this state for low-income persons.

(b)

The governor's office may contract with the Wyoming Community Development Authority (WCDA) or other appropriate agency to carry out the purposes of this act. The department of family services and other agencies shall provide necessary administrative and technical assistance in carrying out the study authorized by this act.

(c)

Not later than November 1, 2006, the report shall be submitted to the joint minerals, business and economic development interim committee. The report shall in addition to findings, include any recommendations for implementations of findings, estimates of implementation and other costs and if necessary, proposed legislation enabling implementation of findings.

Section 2.

Twenty-five thousand dollars ($25,000.00) is appropriated from the general fund to the governor's office for the purposes of this act.
