Elements:

Gives authority for coroners of another county to perform the duties of
another county's coroner pursuant to a joint powers agreement.

Provides for board of coroner standards members who are not otherwise
compensated to have their expenses paid when attending board meetings.

Requires the board of coroner standards to meet at least biannually and
to review educational and training requirements for coroner basic and
continuing education annually.

Allows the board to contact the attorney general to initiate an action to
remove any coroner not in compliance with W.S. 7-4-103. W.S. 7-4-103 requires
all elected coroners to become certified with in one (1) year of taking office
and if the coroner is not in compliance while in office he can be charged with
a misdemeanor.

Requires the director of the Wyoming law enforcement academy to provide a
basic coroner course of at least forty (40) hours.

Provides an appropriation from the general fund to the office of the
attorney general for payments to the board of coroners.

Authority of sheriff to perform duties of coroner.

If there is no coroner, deputy coroner or in case of their absence, or inability to act, the county sheriff of the same county

the state health officer pursuant to W.S. 35-1-241
, or the coroner of another county if there is a joint powers agreement pursuant to W.S. 16

102 through 16-1-108 between the counties authorizing the coroner to so act,
is authorized to perform the duties of coroner in relation to dead bodies.

Board of coroner standards.

(b)

The members of the board shall be appointed to terms of four (4) years which are concurrent with the terms of the office of coroner. Board members
who are not elected county officers or employees of a government agency
not otherwise compensated for attending board meetings
shall receive travel expenses and per diem in the same manner and amount as state employees
, and any other reasonable expenses upon board approval
.
Board members not otherwise compensated shall have their e
xpenses paid from the general fund by appropriation to the office of the attorney general.

(c)

The board shall:

(i)

Meet
at least biannually
and
at the call of the chairman or of a majority of the membership;

(iii)

Promulgate educational and training requirements for coroner basic and continuing education requirements
and review those requirements annually

The board shall contact the district attorney for the county
or the attorney general
to initiate an action and may serve as complaining party in an action under

Academy to provide coroner training; certification of completion.

(a)

The director of the
Wyoming
law enforcement academy
may
shall
provide at the academy or other location within the state a basic coroner's course of
at least
forty (40) hours. The course shall comply with standards promulgated by the peace officers standards and training commission and the board of coroner standards.

Section 2.

Ten thousand dollars ($10,000.00) is appropriated from the general fund to the office of the attorney general for payments to the board of coroners as authorized under W.S. 7

Section 3.

This act is effective July 1, 2006.
