Elements:

Under current law, the obligee (the person entitled to receive the child
support) is responsible for the cost of mailing an income withholding order to
the obligor's employer.

This bill eliminates the obligee's statutory responsibility for paying
the cost of mailing the income withholding order. The costs of mailing the
notice would be borne by the department of family services if the department is
involved in the action. Otherwise, the court will decide the responsibility for
payment of the mailing costs.

Notices; method of service.

All notices required by this act shall be served by certified mail return receipt requested to the last known address of the addressee or shall be personally served as provided by the Wyoming Rules of Civil Procedure. If mailed, notice shall be deemed given when deposited in the United States mail, postage prepaid. Proof of mailing shall be sufficient proof of notice.
The cost of mailing the notice is the responsibility of the obligee.

Section 2.

This act is effective July 1, 2006.
