AN ACT relating to the Wyoming national guard and the emergency management assistance compact; providing for the repeal of prohibitions on national guard forces being under arms or being assigned to law enforcement missions while serving in another state; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Service in state; active duty status outside of state; costs to state.

(b)

Members ordered into state active duty pursuant to subsection (a) of this section shall:

(i)

Receive the same pay and allowances as though their service is within this state;
and

Purposes and authorities.

(c)

This compact shall also provide for mutual cooperation in emergency-related exercises, testing or other training activities using equipment and personnel simulating performance of any aspect of the giving and receiving of aid by party states or subdivisions of party states during emergencies for actions occurring outside actual declared emergency periods. Mutual assistance in this compact may include the use of the states' national guard forces, either in accordance with the National Guard Mutual Assistance Compact or by mutual agreement between states

, provided however, mutual assistance or cooperation shall be limited to civil uses essential to the safety, care and welfare of the people and shall not include a request for or response by national guard forces under arms.
