A BILL

for

AN ACT relating to education; requiring a study of the reading assessment and intervention program; providing for a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

The state department of education shall conduct an evaluation of the reading assessment and intervention program created by 2001 Wyoming Session Laws, chapter 189, and codified at W.S. 21
‑

‑
401. The evaluation shall:

(i)

Identify the most successful and least successful school districts
, and, where appropriate, schools within districts,
in teaching children to read based on the results of the 2005
fourth
grade Wyoming comprehensive assessment system (WYCAS) test and the 2006 proficiency assessments for Wyoming students (PAWS) test;

(ii)

Identify the reasons for the success or lack thereof of those districts
and schools
;

(iii)

Identify the extent to which the districts
and schools
have complied with the specific requirements of W.S. 21

401;

(iv)

Identify the progress or lack of progress statewide in improving reading scores using the 2000 and 2001 scores as a base line and concentrating especially on the percentage of students in the lowest category of the WYCAS or PAWS tests;

(v)

Estimate the statewide compliance or lack of compliance with the specific requirements of W.S. 21

(vi)

Make any recommendations the department feels are appropriate concerning continuing, modifying, more vigorously enforcing or repealing the program provided by W.S. 21
‑
3
‑
401.

(b)

The department is authorized to contract with an appropriate firm or individuals to conduct all or part of the evaluation required by subsection (a) of this section.

)

The department shall submit the report to the joint education interim committee, the state board of education and the school boards of the several districts by October 1, 2006.

Section 2
.

There is appropriated to the department of education from the general fund seventy-five thousand dollars ($75,000.00) for the purposes of the evaluation required by this act.

Section 3
.

This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit

tion.
