A BILL

for

AN ACT relating to administration of government; providing for a study of federal monetary policy and of its effect on the state; providing an appropriation; providing for a report; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

The legislature finds that the
United States
' reliance on energy production and
Wyoming
's leading role in the production of energy in the
United States
often results in
Wyoming
's economy being counter-cyclical to the remainder of the nation. Federal monetary policy is used to affect the economy of the
United States
and due to the counter-cyclical nature of
Wyoming
's and the remainder of the nation's economies, federal monetary policy can have effects on
Wyoming
differing from those on the nation generally.

(b)

The
Wyoming
business council
shall study the effects of federal monetary policy on
Wyoming
's economy and shall report its findings to the legislature not later than October 1, 2006. The
council
shall include within the report recommended legislative action which can take advantage of positive effects and ameliorate negative effects of federal monetary policy actions on Wyoming.

(c)

The
University
of
Wyoming
and all state agencies shall provide assistance to the
Wyoming
business council
as requested in conducting the study under this section. The
council
may retain outside consultants as necessary to complete its duties under this section.

Section 2.
There is appropriated from the general fund to the
Wyoming
business council
, fifteen thousand dollars ($15,000.00) or as much thereof as is necessary for purposes of this act.

Section 3.
This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
