A BILL

for

AN ACT relating to transportation; authorizing a transit study as specified; authorizing the formation of a committee; requiring a report; providing an appropriation; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is appropriated ninety thousand dollars ($90,000.00) from the budget reserve account to the department of transportation to conduct a transit study of the city of
Laramie
, including
the
University
of
Wyoming
. The department shall:

(i)

Form a steering committee
to assist in the study's design and implementation. The committee
shall consist of:

(A)

A member of the
Laramie
city council
, selected by the council;

(B)

A member of the
University
of
Wyoming
administration, faculty or staff appointed by the university president;

(C)

A
University
of
Wyoming
student appointed by the president of the student senate; and

(D)

Other members selected by the mayor of Laramie to represent the community's businesses, senior citizens, those with disabilities and any other groups the department of transportation, the city of Laramie and the University of Wyoming agree should be represented on the committee.

(ii)

Assess the transportation needs of the city of
Laramie
and the
University
of
Wyoming
, including those private and public human service agencies that are dependant upon public transportation;

(iii)

Examine different transportation systems that can compete with the convenience, image and comfort of driving alone and that employ user-friendly information systems for local residents and out-of-town visitors. In examining the different transportation systems the department shall:

(A)

Be responsive to community needs, including services, fleets and facilities already in use by the city of Laramie, the shuttle system managed by the
u
niversity and the bus system operated by the senior center;

(B)

Consider park-and-ride lots with shuttles from off-campus locations;

(C)

Include a comparative analysis between a transit system and the proposed multi-level parking garage at the corner of tenth street and Ivinson Avenue in terms of cost, convenience, the ability to meet the transportation needs of those who use the university and the impact on the residential neighborhoods surrounding the campus;

(D)

Examine the availability of new technologies, such as hybrid electric and electric trams;

(E)

Consider a multi-jurisdictional partnership to share resources and administer a system and take into consideration agencies that have funds to support their clients' transportation needs;

(F)

Estimate the cost to develop and maintain a transit system, including user benefits per dollar cost, possible sources of funding and suggestions for sharing the costs among the city, the
u
niversity and other entities.

(iv)

Hold a public meeting in
Laramie
to solicit suggestions and comments from residents about a transit system and a parking garage near the
University
of
Wyoming
campus. The department shall also hold a second public meeting in
Laramie
to receive comments from the public on a draft of the study's recommendations.

(v)

After the study is complete
,
report its findings and recommendations to the joint transportation, highways and military affairs interim committee, the Laramie City Council and the
University
of
Wyoming
trustees no later than November 15, 2006.

Section 2.

This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
