Sponsored by: Select Committee On Tribal Relations A BILL for A JOINT RESOLUTION proposing to amend the Wyoming Constitution; to allow the state to make appropriations to the business council of the Eastern Shoshone Indian Tribe, the business council of the Northern Arapaho Indian Tribe or the joint business council of the Eastern Shoshone and Northern Arapaho Indian Tribes for the purpose of providing government services to citizens of Wyoming who are also members of the Eastern Shoshone Indian Tribe or the Northern Arapaho Indian Tribe. BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING, two-thirds of all the members of the two houses, voting separately, concurring therein: Section 1. The following proposal to amend the Wyoming Constitution, Article 19 by creating a new Section 12 is proposed for submission to the electors of the State of Wyoming at the next general election for approval or rejection to become valid as a part of the Constitution if ratified by a majority of the electors at the election: Article 19, Section 12. Tribal funding. Notwithstanding Article 16, Sections 6 and 7, and Article 3, Section 36 of this constitution, the legislature may make appropriations to the business council of the Eastern Shoshone Indian Tribe, the business council of the Northern Arapaho Indian Tribe or the joint business council of the Eastern Shoshone and Northern Arapaho Indian Tribes for the purpose of providing government services to citizens of Wyoming who are also members of the Eastern Shoshone Indian Tribe or the Northern Arapaho Indian Tribe. Section 2. That the Secretary of State shall endorse the following statement on the proposed amendment: The amendment will allow the state to make appropriations to the business council of the Eastern Shoshone Indian Tribe, the business council of the Northern Arapaho Indian Tribe or the joint business council of the Eastern Shoshone and Northern Arapaho Indian Tribes for the purpose of providing government services to citizens of Wyoming who are also members of the Eastern Shoshone Indian Tribe or the Northern Arapaho Indian Tribe.
