Subject: Repeals the Interstate Compact for the Arrest of Fugitives and Attendance of Witnesses. Summary/Major Elements: Wyoming entered into this compact in 1935 with Kansas, New Mexico and Colorado. The purpose of the compact was to allow the summary extradition of felons from states that were party to the compact. Other states have withdrawn from the compact and it is now dormant. Formal extradition proceedings are now required in order to obtain the return of fugitives from other states. This Bill repeals the compact.
WORKING DRAFT 2007 STATE OF WYOMING 07LSO-0199 AN ACT relating to criminal procedure; repealing the Interstate Compact for the Arrest of Fugitives and Attendance of Witnesses; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1 . W.S. 7 ‑ 3 ‑ 301 through 7 ‑ 3 ‑ 303 are repealed. Section 2. This act is effective immediately upon co m pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit u tion.
