Legislator elect compensation; committee meeting privileges.

(a)

From and after the date the state canvassing board certifies the results of a general election in accordance with W.S. 22
‑
16
‑
118, and prior to being duly sworn in, legislators elect shall receive mileage, salary and per diem at the same rate as members of the legislature for each day spent at a training function or committee meeting at the direction of the management council.

(b)

A legislator elect who attends a meeting of a committee to which he has been appointed to serve as a member in the immediately following legislative session, shall be seated with the members of the committee and may join any discussion on the issues before the committee, but shall not participate in any vote undertaken by the committee.

(c)

As used in this section "legislator elect" means a person elected to the legislature during the preceding general election who is not a current member of the legislature and before the person
is duly sworn in
.

Section 2.

The legislature finds that, due to constitutional limitations on the length of legislative sessions, it saves critical legislative time and enhances the efficient operation of the legislature and is therefore in the public interest, to provide pre-session training to the legislators elect concerning the rules, processes and procedures of the legislature, as well as exposing the legislators elect to substantive issues that have been the subject of interim study and will be debated during the legislative session.
