A BILL

for

AN ACT relating to
economic development
; creating a joint legislative and executive task force to
develop recommendations for retaining and attracting University of Wyoming and community college graduates; imposing reporting requirements;
providing an appropriation; authorizing a position; and providing for an effective date.

Be It Enacted by the Legislature of the State of
Wyoming
:

Section 1.

(a)

There is created a joint legislative and executive task force on
Wyoming
employment opportunities for graduates of the
University
of
Wyoming
and
Wyoming

community college
s
.

(b)

The task force shall be comprised of:

(i)

Two (2)
member
s
of the Wyoming senate, appointed by the president of the senate
, one (1) from among the membership of the
senate
education committee and one (1) from the
senate
minerals, business and economic development committee
;

(ii)

Two
(
2
) member
s
of the Wyoming house of representatives, appointed by the speaker of the house
,

one (1) from among the membership of the house education committee and one (1) from the house minerals, business and economic development committee
;

(iii)

Ten (10) members appointed by the governor, including:

(A)

Two (2) members of the executive branch of government, at least one (1) of whom shall be a member of the governor's staff;

(B)

One (1)
individual
representing the interests of communities throughout the state;

(C)

Two (2) students enrolled at the
University
of
Wyoming
;

(D)

Two (2) students enrolled at a
Wyoming
community college
, each enrolled at a separate college
;

(E)

One (1)
individual
representing the
Wyoming
business council; and

(F)

Two (2)
individuals

representing the young adult
,
post secondary education
degree holding
workforce in Wyoming
, both of whom hav
e
complet
ed
a post secondary education degree program
within the five (5) year period preceding the effective date of this act, and
not less than one (1) of whom
has
received a degree from an out-of-state post secondary education institution
.

(c)

One (1) of the
senate representative
s

designated by the senate president
shall serve as the chairman of the task force.

(d)

The task force shall:

(i)

Meet no
t
less than four (4) times;

(ii)

Conduct research on the current
d
emographic climate in
Wyoming
and surrounding states
for employment opportunities for
graduates of the
University
of
Wyoming

and
Wyoming
community colleges;

(iii)

Develop comprehensive analyses, strategies and recommendations with respect to the initiatives, private and public, that will be necessary to retain
or attract

University of Wyoming and Wyoming community college graduates
to live and work within the state;

(iv)

Report its findings and recommendations to the joint minerals, business and economic development interim committee no

later than November 1, 200
7
.

(e)

Members of the task force shall be paid as follows:

(i)

Legislators serving on the task force shall be paid salary, per diem and travel expenses as provided in W.S. 28

101 for their official duties as members of the task force;

(ii)

State employees serving on the task force shall receive no additional compensation for serving on the task force, but shall be paid as provided in W.S. 9

102 and 9
‑

‑
103 for travel and per diem expenses incurred for their official duties as members of the task force;

(iii)

All other members of the task force shall receive a salary of
one hundred
fifty dollars ($

50.00) per day and shall be paid as provided in W.S. 9

‑

‑
103 for travel and per diem expenses incurred for their official dutie
s as members of the task force.

Section 2.

(a)

For the period commencing on the effective date of this act and ending June 30, 2008, t
here is appropriated sixty
-five
thousand dollars ($6
5
,000.00) from the general fund
as follows:

(i)

Fifty-five thousand dollars ($55,000.00)
to the
governor's office to fund all expenses of the
meetings of the task force
except for those expenses covered under paragraph (ii) of this subsection,
and to
fund
contract
ual expenses for
an at-will contract employee to assist the task force with its duties under section 1 of this act. Not more than thirty thousand dollars ($30,000.00) shall be expended to fund the at-will contract position authorized by
subsection (b) of this section
;

(ii)

Ten thousand dollars ($10,000
.00
) to the legislative service office to cover the expenses of legislators attending task force meetings
.

(b)

The governor's office is authorized one (1) at-will contract position for the period beginning April 1, 200

and ending no later than March 30, 200
8
,
to assist the task force created by section 1 of this act in meeting its assigned duties.

Section 3.
This act is effective immediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
