Summary/Major Elements: The bill provides that the department of state parks and cultural resources may enter into a contract to facilitate the collection, editing and publishing of documents of William F. "Buffalo Bill" Cody that have historical significance. The bill requires that the contract must include provisions that copies of any volume created must be provided to the University of Wyoming, the state library and each community college library, that 5% of royalties be provided to the state, that the state be mentioned in the acknowledgements and that the department participate in selecting the historians. The bill provides that state funds can only be spent to the extent they match funds from other sources. The bill provides an appropriation from the budget reserve account of $300,000.
WORKING DRAFT ORIGINAL HOUSE BILL NO. 0247 ENROLLED ACT NO. 83, HOUSE OF REPRESENTATIVES FIFTY-NINTH LEGISLATURE OF THE STATE OF WYOMING 2007 GENERAL SESSION AN ACT relating to the department of state parks and cultural resources; authorizing the collection, editing and publishing of archival documents of William F. Cody; providing for an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. (a) The department of state parks and cultural resources is authorized to enter into a contract to facilitate the collection, editing and publishing of archival documents of William F. Cody that have historical significance. The contract shall have, at minimum, provisions for consideration which include: (i) Providing copies of any volumes created to the University of Wyoming and each community college library within the state of Wyoming and the Wyoming state library; (ii) Providing a minimum of five percent (5%) of the royalties from the sale of volumes created to be paid to the state of Wyoming; (iii) That the state of Wyoming shall be mentioned prominently in the acknowledgements in the volumes created; and (iv) That the department participate in selecting the historians who will research and edit the materials and prepare the publication. (b) Funds shall only be expended by the department pursuant to the contract to match an equal amount of funds for the project provided by other sources. (c) There is appropriated three hundred thousand dollars ($300,000.00) from the budget reserve account for the fiscal year commencing July 1, 2007 to the department of state parks and cultural resources for purposes of this act. Section 2. This act is effective July 1, 2007.
