WORKING DRAFT 2007 STATE OF WYOMING 07LSO-0625 HOUSE BILL NO. HB0273 Driver ' s license-selective service. Sponsored by: Representative(s) Esquibel, F. A BILL for AN ACT relating to motor vehicles; providing that qualified applicants be registered with the selective service system in order to receive a driver ' s license or an identification card; providing that qualified applicants not registered be ineligible to receive a license or identification card; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. W.S. 31 ‑ 7 ‑ 108(b) by creating a new paragraph (ix), 31 ‑ 7 ‑ 111 by creating new subsections (g) through (m), 31 ‑ 8 ‑ 101 by creating new subsections (c) through (g) and 31 ‑ 8 ‑ 103 by creating a new subsection (d) are amended to read: 31 ‑ 7 ‑ 108. Persons not to be licensed; investigation by the division. (b) The division shall not issue or renew any driver ' s license to any person: (ix) Who is not in compliance with W.S. 31 ‑ 7 ‑ 111(g) through (m). 31 ‑ 7 ‑ 111. Application for license or permit generally. (g) Qualified applicants for a motor vehicle driver ' s license pursuant to this section or an instruction and temporary permit shall be registered with the United States selective service system in compliance with title 50 U.S.C. appendix § 453, as amended. (h) Every qualified applicant identified in subsection (g) of this section shall be required to authorize the division to: (i) Collect the necessary personal information required for registering the qualified applicant with the United States selective service system; and (ii) Electronically transmit the information to the selective service system pursuant to subsection (k) of this section for purposes of registering the qualified applicant with the selective service system. (j) The division shall notify all qualified applicants identified in subsection (g) of this section that by submitting an application, the qualified applicant is consenting to registration with the selective service system, if so required by federal law. (k) The division shall collect from a qualified applicant the necessary personal information required for registering the qualified applicant with the United States selective service system. The division shall transmit the necessary personal information of the qualified applicant in an electronic format to the selective service system to register the qualified applicant. (m) For purposes of this section, " qualified applicant " means male United States citizens and male immigrants at least eighteen (18) years of age but less than twenty-six (26) years of age. 31 ‑ 8 ‑ 101. Issuance to residents by department; restrictions. (c) Qualified applicants for an identification card shall be registered with the United States selective service system in compliance with title 50 U.S.C. appendix § 453, as amended. (d) Every qualified applicant identified in subsection (g) of this section shall be required to authorize the department of transportation to: (i) Collect the necessary personal information required for registering the qualified applicant with the United States selective service system; and (ii) Electronically transmit the information to the selective service system pursuant to subsection (f) of this section for purposes of registering the qualified applicant with the selective service system. (e) The department of transportation shall notify all qualified applicants identified in subsection (c) of this section that by submitting an application, the qualified is consenting to registration with the selective service system, if so required by federal law. (f) The department of transportation shall collect from a qualified applicant the necessary personal information required for registering the qualified applicant with the United States selective service system. The department of transportation shall transmit the necessary personal information of the qualified applicant in an electronic format to the selective service system to register the qualified applicant. (g) For purposes of this section, " qualified applicant " means male United States citizens and male immigrants at least eighteen (18) years of age but less than twenty-six (26) years of age. 31 ‑ 8 ‑ 103. Expiration; records; new cards. (d) The department of transportation shall not issue an identification card under this section to a qualified applicant, as defined by W.S. 31 ‑ 8 ‑ 101(g), unless the applicant complies with W.S. 31 ‑ 8 ‑ 101(c) through (g). Section 2. This act is effective July 1, 2007. (END) 1 HB0273
