Section 1.

110(a) by creating a new paragraph (xxx) is amended to read:

Duties of boards of trustees.

(a)

The board of trustees in each school district shall:

Establish and implement a district wellness advisory council to ensure district wellness policy is properly implemented in district schools and that the district policy contains elements required under the federal Child Nutrition and Women, Infant
s
and Children Reauthorization Act of 2004.

Section 2.

(a)

To promote enjoyable and healthy lifestyles for
Wyoming
elementary school students including healthy eating, physical activity and respect for self and others, the following amounts are appropriated
from the general fund to the
University
of
Wyoming
college of agriculture cooperative extension
service

to fund
the following
youth nutrition education programs:

(i)

Two hundred fifty-six thousand fifty dollars ($256,050.00) for
the
expansion of youth nutrition education programs in grades two (2) and three (3) commencing with the 2006 fall semester;

(ii)

Three hundred thousand dollars ($300,000.00) to develop and implement youth nutrition education programs in grades five (5) and six (6) commencing with the 2007 spring semester;

(iii)

One hundred twenty thousand dollars ($120,000.00) to develop youth nutrition education programs
in
grades
k
indergarten, one (1) and four (4). The university is authorized an additional full-time position for purposes of this paragraph.

(b)

The amounts appropriated under subsection (a) of this section shall be for the period beginning on the effective date of this
section
and ending June 30, 2008.

(a)

Except as provided under subsection (b) of this section, this act is effective July 1, 2007.

(b)

Notwithstanding subsection (a) of this section,
section 2 of this
act is effective i
mmediately upon co
m
pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit
u
tion.
