Subject: Types of authorized bingo games. Summary/Major Elements: As held in a 2006 Wyoming Supreme Court case, current law prohibits bingo games other than what is generally recognized as "traditional" or "session" bingo. 2007 Senate enrolled act 5 modified a number of gambling statutes, including bingo statutes. In amending those statutes, concern was raised that Senate enrolled act 5 inadvertently would authorize "electronic bingo". This act repeals the definition of bingo created by SEA 5 (the provision raising the concern) and specifies that the bingo games which are authorized are those found to be authorized by the 2006 case, i.e., generally traditional or session bingo. Comments: This bill must be read in conjunction with SEA 5 (2007 Senate File 23).
WORKING DRAFT ORIGINAL HOUSE BILL NO. 0332 ENROLLED ACT NO. 49, HOUSE OF REPRESENTATIVES FIFTY-NINTH LEGISLATURE OF THE STATE OF WYOMING 2007 GENERAL SESSION AN ACT relating to gambling; repealing definition of " bingo game " created by a 2007 enrolled act ; specifying legislative intent; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. W.S. 6 ‑ 7 ‑ 101(a)(xii) as created by 2007 Senate Enrolled Act 5, being original Senate File 23, is repealed. Section 2. It is the intent of the legislature by passage of this act that bingo, as authorized by Wyoming law, including 2007 Senate Enrolled Act 5, shall be limited to those bingo games held to be authorized by the Wyoming Supreme Court in Fraternal Order of Eagles Sheridan Aerie No. 186, Inc. v. State of Wyoming , 2006 WY 4 (Wyo. 2006) and that those games found to be prohibited in that case shall remain unlawful. Section 3 . This act is effective July 1, 2007.
