Sponsored by: Representative(s) Quarberg, Buchanan, Cohee, Edwards, Illoway, Jorgensen, Lubnau, Martin, McOmie, Miller and Simpson and Senator(s) Barrasso, Jennings , Vasey and Von Flatern A Bill for A JOINT RESOLUTION requesting Congress to prepare and submit to the states for ratification a proposed constitutional amendment to limit congressional bills to a single subject. WHEREAS, the vast majority of the individual states of the United States have constitutional provisions which require legislative bills to consist of a single subject; and WHEREAS, this provision has proven to be a vital safeguard of citizens' rights and citizens' awareness of pending legislation; and WHEREAS, what has proven to be so successful with the vast majority of our states, the bulwark of republican government, should work equally well for the national government: NOW, THEREFORE, BE IT RESOLVED BY THE MEMBERS OF THE LEGISLATURE OF THE STATE OF WYOMING : Section 1. That Congress is urged to immediately prepare a proposed amendment to the constitution of the United States to limit congressional bills, except for recodification measures, to a single subject, and to submit the proposed amendment to the several states for ratification. Section 2. That the Secretary of State of Wyoming transmit copies of this resolution to the President of the United States, to the President of the Senate and the Speaker of the House of Representatives of the United States Congress, to the Wyoming Congressional Delegation and to the presiding officers of each House of the legislatures or general assemblies of each state of the United States.
