A JOINT RESOLUTION
proposing to amend the Wyoming Constitution
; providing for the legislature to enact laws to establish a system of voting by mailed ballots as specified.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF
WYOMING
,
two-thirds of all the members of the two houses, voting separately, concurring therein:

Section 1.
The following proposal to amend Wyoming Constitution, Article
6
, Section
22
is proposed for submission to the electors of the State of
Wyoming
at the next general election for approval or rejection to become valid as a part of the Constitution if ratified by a majority of the electors at the election:

Article 6, Section 22.

Absent and mailed voter ballots, voting and registration.

The provisions of section 11 of article 6 of this constitution, which provides that the ballots therein mentioned shall be delivered on election day to the voters within the polling place by sworn public officials, and that only such ballots so delivered shall be received and counted, shall not be applicable to, affect or invalidate absent

or mailed
voter ballots and voting thereof and registration therefor, as provided by
article 14, of chapter 36, Wyoming Revised Statutes, 1931,

article 9, of title 22, Wyoming Revised Statutes, 2006
and other acts of the legislature of the State of Wyoming, amendatory thereof or related thereto, whether heretofore or hereafter enacted.

Section 2.
That the Secretary of State shall endorse the following statement on the proposed amendment:

This amendment would allow the
Wyoming
legislature to enact laws providing for a system of voting by mailed ballots in all elections.
