Subject: Amends developmental preschool funding formula to include early child social-emotional services. Summary/Major Elements : Current law provides a funding formula for the Department of Health to use in contracts with developmental preschool service providers and in preparing the department's biennial budget request. This act: Increases the per child amount in the formula by $363 to provide: o Professional social-emotional development services as a component of individualized education or family service plans; o Training and technical assistance in early childhood social-emotional development to early childhood service providers. Appropriates $1,130,382 from the general fund to the Department of Health through June 30, 2008 for early child social-emotional services; Directs that funds appropriated by this act shall only be distributed to development preschool service providers that have established cooperative service agreements with professional social-emotional development service providers. Comments: Report required by October 1, 2007 from the Department of Health to the Joint Appropriations Interim Committee regarding persons hired, persons trained and children afforded services as a result of the appropriation under this act. NOTE: Final action on this bill was not taken at the time this summary was prepared. Should changes be made to the bill upon final passage an updated summary will be transmitted to all legislators.
WORKING DRAFT ORIGINAL SENATE FILE NO. 0034 ENROLLED ACT NO. 87, SENATE FIFTY-NINTH LEGISLATURE OF THE STATE OF WYOMING 2007 GENERAL SESSION AN ACT relating to education; amending the funding formula for developmental preschool funding to include a component for mental health or social-emotional development services; establishing distribution requirements; requiring a report; providing an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming : Section 1. W.S. 21 ‑ 2 ‑ 706(c) and by creating new subsections (d) and (e) is amended to read: 21 ‑ 2 ‑ 706. Developmental preschool funding. (c) In preparing its exception budget amount following the 2007-2008 biennium and thereafter, the department of health shall propose that the amount described in subsection subsections (b) and (d) shall be increased by the most recent external cost adjustment as enacted by the legislature pursuant to W.S. 21 ‑ 13 ‑ 309(o)(i) and (r). (d) The per child amount specified in subsection (b) of this section shall be increased by the amount of three hundred sixty-three dollars ($363.00) to provide: (i) Professional social-emotional development services as a component of service providers' individualized education programs or individualized family service plans; and (ii) Training and technical assistance in early childhood social-emotional development to early childhood service providers in the developmental preschools' service areas. (e) Funds appropriated under subsection (d) of this section shall only be distributed to developmental preschool service providers that have established collaborative service agreements with professional social-emotional development service providers to provide early intervention services. Section 2. There is appropriated from the general fund to the department of health one million one hundred thirty thousand three hundred eighty-two dollars ($1,130,382.00) for the purposes of this act for the balance of the fiscal biennium ending June 30, 2008. Section 3. (a) The department of health shall report by October 1, 2007, to the joint appropriations interim committee the following results attributable to the additional funding under this act: (i) The number of additional persons hired statewide; (ii) The distribution, by regional provider contracting with the state, of those additional hires; (iii) The number of developmental preschool service providers receiving training; and (iv) The number of children impacted by services provided, specifying: (A) The number of children receiving services as a component of individualized education programs or individualized family service plans; and (B) The number of children impacted by services but not as a component of individualized education programs or individualized family service plans. Section 4. This act is effective July 1, 2007.
