Summary/Major Elements: The act directs the sale of the following state trust lands, currently under lease to the department of state parks and cultural resources, to the department of state parks and cultural resources: o Approximately 30 acres at the Independence Rock state historic site; o Approximately 40 acres at Curt Gowdy state park; o Approximately 445 acres and approximately 710 acres at the Fort Phil Kearny state historic site; o Approximately 80 acres at Sinks Canyon state park; and o Approximately 35 acres at Bear River state park. The act directs the sale of approximately 15 acres at Lake DeSmet recreation area to the game and fish commission. The act requires the price for the sales be set at appraised value.
WORKING DRAFT ORIGINAL SENATE FILE NO. 0059 ENROLLED ACT NO. 22, SENATE FIFTY-NINTH LEGISLATURE OF THE STATE OF WYOMING 2007 GENERAL SESSION AN ACT relating to state lands; directing that the interest in certain state lands be transferred to the department of state parks and cultural resources; directing the interest in certain state lands be transferred to the game and fish commission; providing an appropriation; reducing an appropriation; and providing for an effective date. Be It Enacted by the Legislature of the State of Wyoming: Section 1. (a) The board of land commissioners is authorized and directed to convey its right, title and interest, in the surface estate of the following described parcels of land to the department of state parks and cultural resources: (i) For inclusion into Independence Rock state historic site, that portion of the NE1/4 of Section 16, Township 29 North, Range 86 West of the 6th P.M., Natrona County, Wyoming, containing 29.8 acres, more or less, and being more particularly described as follows: Beginning at the northeast corner of said Section 16, thence south 0°03' east, along the east boundary of said Section 16, to the point of intersection with the middle of the Sweetwater river; thence westerly, on a meander line through the NE1/4 of said section 16, following the middle of the Sweetwater river to the point of intersection with the easterly right-of-way line of Wyoming state highway no. 220, as said highway is now laid down and recorded; thence north 18°15' east, along the easterly R/W line of said highway, to the point of intersection with the north boundary of said section 16; thence north 89°58' east, along the north boundary of said section 16, a distance of 1794.27 feet, to the point of beginning; excepting therefrom a 1 acre parcel known as the centennial acre described as follows: commencing at the northeast corner of said Section 16; thence south 89°58' west, along the north line of said section 16, a distance of 1289.52 feet to the point of beginning of the tract to be described; Said parcel of land containing 15.3 acres, more or less. (c) The conveyances authorized by subsections (a) and (b) of this section shall be by sale at an appraised value, with terms of the sale to be determined by the board of land commissioners and the department of state parks and cultural resources and the game and fish commission. Section 2. (a) There is appropriated an amount not to exceed six million dollars ($6,000,000.00) from the budget reserve account to the state land board for the period beginning with the effective date of this act and ending June 30, 2008 for purposes of funding the purchases provided in section 1 of this act. Any funds that are unexpended after June 30, 2008 shall revert to the budget reserve account. (b) The general fund appropriation for the department of state parks and cultural resources appropriated in 2006 Session Laws, Chapter 35, Section 2, Section 024 shall be reduced by ten thousand eight hundred seventy-one dollars ($10,871.00). Section 3. This act is effective immediately upon co m pletion of all acts necessary for a bill to become law as provided by Article 4, Section 8 of the Wyoming Constit u tion.
